미러협상, 미우협상 발표문

월요일에 있었던 미국-러시아 협상과 화요일에 있었던 미국-우크라이나 협상 결과를 모아서 수요일 각자가 합의된 내용을 발표하였다. 예상대로 30일 휴전과 같은 최초의 협상안은 사실상 이루어지지 않았고, 살라미 전술과 같이 가능한 합의가 부분적으로 이루어지는 형국이 되었다. 본 포스트에서는 기록 목적상 합의 내용을 간단히 정리해둔다.

 

1. 크램린 발표문(readouts)

The Kremlin has published a statement following consultations with the United States in Riyadh. Key points:

 

🟥In accordance with the agreement between the presidents of Russia and the United States, the Russian and American sides agreed to ensure the implementation of the "Black Sea Initiative", which includes ensuring the safety of navigation in the Black Sea, the non-use of force and the prevention of the use of commercial vessels for military purposes while organizing appropriate control measures by inspecting such vessels;

 

🟥The United States will help restore access for Russian agricultural exports and fertilizers to the world market, reduce the cost of insurance for maritime transportation,

as well as expand access to ports and payment systems for conducting such transactions.

 

Note:

Points 1 and 2 come into force after:

- The lifting of sanctions from Rosselkhozbank and other financial institutions involved in ensuring operations on international trade in food (including fish products) and fertilizers, their connection to SWIFT, and the opening of the necessary correspondent accounts;

- Removal of restrictions on trade finance transactions;

- Removal of sanctions from companies producing and exporting food (including fish products) and fertilizers, as well as removal of restrictions on the work of insurance companies with food cargo (including fish products) and fertilizers;

- Removal of restrictions on servicing ships in ports and sanctions from ships under the Russian flag involved in the trade of food (including fish products) and fertilizers;

- Removal of restrictions on the supply of agricultural machinery to the Russian Federation, as well as other goods involved in the production of food (including fish products) and fertilizers.

 

🟥Russia and the United States agreed to develop measures to implement the agreements between the presidents of the two countries on a ban on strikes on energy facilities in Russia and Ukraine for a period of 30 days, starting from March 18, 2025, with the possibility of extending and withdrawing from the agreement in the event of non-compliance by one of the parties;

 

🟥Russia and the United States welcome good offices from third countries aimed at supporting the implementation of agreements in the energy and maritime sectors;

 

🟥Russia and the United States will continue to work to achieve a strong and lasting peace.

요점:

1. 러시아와 미국 대통령 간의 합의에 따라 러시아와 미국 측은 흑해 항해의 안전 보장, 무력 사용 금지 및 군사 목적의 상업용 선박 사용 방지를 포함하는 "흑해 이니셔티브"의 이행을 보장하기로 합의했다.

2. 미국은 러시아 농산물 수출과 비료의 세계 시장 접근성을 회복하고, 해상 운송에 대한 보험 비용을 절감하는 데 도움을 줄 것이다. 뿐만 아니라 이러한 거래를 수행하기 위한 항구 및 지불 시스템에 대한 접근을 확대한다.

4. 러시아와 미국은 에너지 및 해양 부문의 협정 이행을 지원하기 위한 제3국의 우수 사무소를 환영한다.

A list of energy facilities of Russia and Ukraine covered by the temporary moratorium on strikes against the energy system, as agreed upon by the Russian and American sides March 25, 2025 21:45

1. Oil refineries.

2. Oil and gas pipelines and storage facilities, including pumping stations.

3. Electricity generation and transmission infrastructure, including power plants, substations, transformers, and distribution facilities.

4. Nuclear power plants.

5. Hydroelectric dams.

The temporary moratorium will be in force for 30 days, starting on March 18, 2025, and can be extended by mutual agreement.

In the event of a violation of the moratorium by either party, the other party has the right to consider itself free from obligations to comply with it.

 

러시아와 미국 측이 합의한 바와 같이 에너지 시스템에 대한 공격에 대한 임시 모라토리엄이 적용되는 러시아와 우크라이나의 에너지 시설 목록 2025년 3월 25일 21:45

1. 정유 공장.

✅ The United States and Ukraine agreed to develop a mechanism to implement the agreement of Presidents Trump and Zelensky to prohibit strikes on energy facilities of Russia and Ukraine.

Ukrainian Defense Minister Umerov on the key results of the talks in Saudi Arabia

▪️The parties agreed to ensure the safety of navigation, refrain from the use of force and not to use commercial vessels for military purposes in the Black Sea.

▪️ Russia is obliged (sic!) not to move warships beyond the eastern part of the Black Sea, since violation of this point will be considered a threat to Ukraine's security and grounds for exercising the right to self-defense.

▪️Agreed to prohibit strikes on the energy infrastructure of both countries.

▪️The parties welcome assistance from third countries to support agreements on energy and maritime security.

▪️The United States will support the exchange of prisoners, the release of civilians and the return of Ukrainian children.

평가

1. 전체적으로는 러시아에게 유리한 협상 결과이다. 미국은 러시아에게 위의 2가지(흑해의 상업적 이용과 에너지/인프라 30일간 공격금지)를 제외하고는 마음껏 전쟁을 해도 된다는 뜻이다. 이에 대해서 젤렌스키가 할 수 있는 것은 아무것도 없다. 물론 젤렌스키는 합의를 훼손하기 위한 노력을 할 것으로 예상된다.

2. 위의 2가지에 대해서 해제와 제거(붉은 글씨 체의 5가지)의 의무는 미국이 진다. 

3. 흑해 동부 넘어서 군함을 이동시키지 않을 의무를 위반하면, 우크라이나가 공격할 수 있다는 것은 지금도 마찬가지이다. 

4. 포로에 대해서는 이때까지 동일 수의 교환 원칙이 있었는데, 5:1 정도로 우크라이나포로가 많으므로 동일 수 교환 원칙을 넘어선 교환을 위해서는 우크라이나가 미국에게 요청을 해야 할 것이다.

5. 우크라이나 아동은 러시아가 모두 석방해주는 원칙을 이때까지 지키고 있었으니까 프로파겐다 가치 이상은 의미가 없다.
